Ermath Nicholas Harrington is an International Business Consultant, Founder and Managing Director of the HARCON Group based in Trinidad and Tobago comprising four companies HARCON Harrington Consulting; HARCON Business and Investigations Services Limited (HBISL) (Jamaica); Artefex Limited and Atlantic Industrial Services Limited (AISL). These companies operate in a multi sector business environment that transcends international business consulting and capacity building; loss investigations services for the financial sector, environmental management consultancy; communication, marketing and branding and industrial transport and trading in bitumen and bituminous products.

In this regard Mr. Harrington’s experience base covers all aspects of organizational development in public, private and civil society sectors at the national, regional and international levels. A summary of his range of expertise comprises strategic planning and analysis, performance management, balanced scorecard design and implementation, process re-engineering, communication and branding, environmental management consulting, project and program management, change management and research. This is augmented by his formal training in International Relations. He is a specialist in the Balanced Scorecard Strategic Management Framework and has developed an innovative implementation methodology known as the HARCON Methodology to facilitate effective deployment in organizations.

He has been trained locally and internationally in performance and process measurement systems and business intelligence solutions in Singapore, United Kingdom and the Caribbean and has networked with some of the leading business solutions and research providers in the world including Peoplesoft, Business Objects, 2GC UK, Innox Asia and UNICOM. Mr. Harrington is also a registered consultant with the Inter American Development Bank (IADB).

He has also conducted market research consultancies for several clients and facilitated the conduct of strategic planning retreats for many organizations. He has provided telecommunications consulting services to international companies operating in the Caribbean and has also lead the integration of software and performance measurement systems to produce Automated Web Based Balanced Scorecard Performance Management Systems.

Mr. Harrington is the Regional Focal Point for the Caribbean Region for the World Bank’s Global Environment Facility and a member of the Global Coordinating Committee of the GEF NGO Network. He is President of the Caribbean Conservation Association the largest regional environmental NGO in the Caribbean headquartered in Barbados, sits on the Steering Committee of the Global Water Partnership – Caribbean (GWP-C). and is Strategic Advisor to the Carib E-Law Network. He is also a member of the Caribbean Waste Water Association (CWWA) and is a past Vice President of the Caribbean Forest Conservation Association in Trinidad as well as a past member of the Cabinet Appointed National Forest Fire Committee.

He is the recipient of the National Service Award for service rendered to Trinidad and Tobago during the period of national crisis in 1990.
